CATOOSA COUNTY BOARD OF COMMISSIONERS

CATOOSA COUNTY ADMINISTRATIVE BUILDING

JANUARY 30, 2007, 9:00 A.M.

 

CALL TO ORDER

The special called meeting of the Catoosa County Board of Commissioners was called to order at 9:00 a.m. on Tuesday, January 30, 2007.   The following Commissioners were present:  William H. H. Clark, Chairman; Ken Marks, Commissioner, District One; Robert Winters, Commissioner, District Two; James F. Emberson, Commissioner, District Three; and Dewayne Hill, Commissioner, District Four. 

 

BUSINESS

The purpose of the special called meeting was for the Board of Commissioners to consider contracts with Haren Company and East Tennessee Grading Company on the West Chickamauga Basin Sewer Project and a contract with Instituform on the Morris Estates Sewer Rehabilitation Project.   Chairman Clark recognized County Manager Brown who asked Attorney Young to present the contracts.

 

WEST CHICKAMAUGA BASIN SEWER PROJECT CONTRACTS 

·         Haren Company.  Attorney Young said this contract was for the pump station.  Mr. Young pointed out to the Board if the Board reached an intergovernmental agreement with the City of Fort Oglethorpe, the City would ultimately take over the pump station contract in order to receive debt forgiveness and financing.  He said he had checked with Arcadis and they indicated it would permissible for the County to approve the contract and if the agreement with the City were reached, the contract would be assigned over the City of Fort Oglethorpe.  Chairman Clark called for all in favor of approving the contract as presented by Mr. Young to indicate by saying aye.  There was no opposition, and the contract was unanimously approved.  [Contract on file in Project Administrator’s Office]

·         East Tennessee Grading.   Mr. Young said this contract was to approve the base bid for the interceptor and Alternate A for collector lines.  He said if an agreement was reached with the City of Fort Oglethorpe and they contributed some of their SPLOST funds, it would free up approximately $1 million of County funds to put into the collectors.  Chairman Clark called for all in favor of approving the contract as presented by Mr. Young to indicate by saying aye.  There was no opposition, and the contract was unanimously approved.  [Contract on file in Project Administrator’s Office]

 

MORRIS ESTATES     

·         Mr. Young presented the contract for the Morris Estates sewer rehabilitation project.  Mr. Young said the contract appeared to be in order with the exception that in the contract standard form, there were references to Hamilton County, and he had crossed out Hamilton County and entered Catoosa County in those instances.  Chairman Clark called for all in favor of approving the contract to indicate by saying aye.  There was no opposition, and the contract carried unanimously.  [Contract on file in Project Administrator’s Office]

 

As a matter of information, Chairman Clark said the County had been approached to ask DOT to put a half-diamond intersection off I-75.  He said that meant they would come off Three-Notch Road and get onto I‑75 going north and come down I-75 and get back on Three Notch Road coming south.  He said the petitioner had about 20 acres and wanted to put in a combination industrial and commercial project.  He said if this happened, it would open Three Notch Road into a transportation corridor from I-75 through Three Notch Road to Rock Spring and LaFayette, Highway 27 South.  He said that would mean more traffic, but it would also mean commercial development and increase in the value of real estate.  There was no action to be taken at this time; however, Mr. Clark stated he wanted to hold a public hearing before decisions were made.   

 

ADJOURNMENT

There was no further business, and at 9:15 a.m., the Board voted unanimously to adjourn the meeting.
