SPECIAL CALLED JOINT MEETING
CATOOSA COUNTY BOARD OF COMMISSIONERS
CATOOSA COUNTY PUBLIC WORKS/SOLID WASTE AUTHORITIES,
APRIL 16, 2007 5:00 P.M.
The called joint meeting of the Catoosa County Board of Commissioners and the Public Works/Solid Waste Management Authorities was held on April 16, 2007 at 5:00 p.m. in the Public Meeting Room of the Catoosa County Administrative Building, Ringgold, Georgia.
William H. H. Clark, Chairman of the Board of Commissioners and Commissioner Bobby Winters Chairman of Public Works/Solid Waste Management Authoritycalled both Boards to order and established a quorum was present for each.
The following members were present for the Board of Commissioners: William H.H. Clark, Chairman; Robert R. Winters, Commissioner, District Two; James F. Emberson, Commissioner, District Three; and Dewayne Hill, Commissioner, District Four. The following members were absent for the Board of Commissioners: Ken Marks, Commissioner, District One.
The following members of the Public Works/Solid Waste Management Authorities were present: Commissioner Winters, Chairman; Harold Silcox, Al Smith, Don Hutelin, and Bill McMillon.
The purpose of the special called meeting was for the Board of Commissioners and the Public Works/Solid Waste Management Authorities to enter into executive session for legal advice and land acquisition regarding the methane gas migration issue at the Catoosa County Landfill and to take action on the issues.
Chairman Clark said both Boards would enter into executive session for the purpose of legal advice and land acquisition. The vote to enter executive session was unanimous. The Board of Commissioners and the Public Works/Solid Waste Management Authority went into executive session at 5:03 p.m. The following were invited to attend the executive session: Kathy Shields, U.S. Probation Officer, Olney Meadows, Public Works Director, Pete Bowman, resident, and Engineers with GeoSyntec. By unanimous vote, the Board of Commissioners and the Public Works/Solid Waste Management Authority adjourned executive session at 5:37 p.m.
PURCHASE APPROXIMATELY 2.6 ACRES OF PETE BOWMANS PROPERTY AT A PURCHASE PRICE OF $15,000 AN ACRE WITH THE FINAL ACREAGE TO BE DETERMINED BY SURVEY Commissioner Bobby Winters, Chairman Public Works/Solid Waste Management Authority made a motion to recommend to the Board of Commissioners purchasing approximately 2.6 acres of Pete Bowman’s property at a purchase price of $15,000 with the final acreage to be determined by survey. The motion was seconded by Don Hutelin. The roll was called for the Public Works/Solid Waste Management Authority: Commissioner Winters, yes, Al Smith, yes, Harold Silcox, yes, Don Hutelin, yes, and Bill McMillon, yes. The motion passed with a 4-0 vote. Commissioner Emberson made a motion to proceed with the recommendation from the Public Works/Solid Waste Management Authority to purchase Pete Bowman’s property at a purchase price of $15,000 an acre with the final acreage to be determined by survey. Chairman Bill Clark second the motion. The motion passed by unanimous consent.
AUTHORIZE GEOSYNTEC TO PROCEED WITH SPENDING $140,000 TO PUT IN 20 ADDITIONAL WELLS AT THE CATOOSA COUNTY LANDFILL Commissioner Bobby Witners made a motion to authorize GeoSyntec to proceed with spending $140,000 for 20 additional methane wells at the Catoosa County Landfill. Commissioner Jim Emberson second the motion. The motion passed by unanimous consent.
ADJOURNMENT
Upon motion by Commissioner Jim Emberson, seconded by Chairman Clark, the Board of Commissioners unanimously agreed to adjourn the meeting at 5:50 p.m.
