PUBLIC HEARING 

COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN UPDATE FOR CATOOSA COUNTY AND THE CITIES OF FORT OGLETHORPE AND RINGGOLD  

CALL TO ORDER

Chairman Clark called the public hearing to order at 9:00 a.m.  The following commissioners were present:  William H. H. Clark, Chairman; Ken Marks, Commissioner, District One; Robert R. Winters, Commissioner, District Two; and Dewayne Hill, Commissioner, District Four.  The following commissioners were absent:  Jim Emberson, Commissioner, District Three.

 

BUSINESS

County Attorney Patty stated the purpose of the public hearing was for the Comprehensive Solid Waste Management Plan Update for Catoosa County and the Cities of Ringgold and Fort Oglethorpe.  Mr. Patty turned the hearing over to Olney Meadows, Public Works Director, to discuss.  Mr. Meadows stated the short term work plan and joint comprehensive plan are being updated and the date for the update is February 28, 2008 and will be coming before the Board of Commissioners for approval and then sent down to Coosa Valley RDC and the Department of Community Affairs for approval.  As part of the update the Comprehensive Solid Waste Management Plan Update for Catoosa County, Fort Oglethorpe, and Ringgold must also be updated.  Mr. Meadows stated this is a requirement from the 1989 Georgia Planning Act.  Mr. Meadows stated the Cities of Fort Oglethorpe and Ringgold have agreed to do the update jointly and hold the public hearing jointly.  Mr. Meadows further stated essentially the plan deals with the collection, disposition, recycling, and ten-year capacity for solid waste for the entire county.  There have been changes since the last update in 2001.  Mr. Meadows said Coosa Valley RDC will be assisting with the update and there will be no charge due to staff doing most of the work.  Chairman Clark confirmed that the purpose of the hearing is to announce the process that will be taking place pertaining to the update.

 

PUBLIC COMMENTS

Phyllis Williams, Resident, questioned if this were about the methane gas at the Landfill and coverting it into electricity.  Olney Meadows stated it is not, it is the solid waste, and does not concern methane migration, carbon offsets, or landfill gas to energy.
