Human Resources Specialist- FULL TIME

SALARY: $15.00/hour

(This position is a temporary position from September, 2018 to May, 2019)



Nature of Work:

This position performs clerical, administrative and customer service assistance for the Human Resources Department.  This position is responsible for carrying out County personnel policies and procedures relating to all phases of County government.  Prepares, coordinates and maintains personnel records and related information.  Ensures compliance with applicable Federal, State and County laws, ordinances, rules and regulations.  Assists with other personnel functions including recruitment, selection, benefits, workers compensation and safety.


Minimum/Preferred Qualifications:

High school diploma or equivalent with vocational or technical school training in Business, Human Resources or related field with a minimum of three to five years of experience in an office or administrative position and familiarity with personnel, payroll and general bookkeeping activities; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.

Valid Driver’s license.

Prefer local government experience.


Some Essential Job Duties:

  • Develops personnel and other Human Resources related forms.  Prepares paperwork and documentation for hiring and other personnel changes.

  • Coordinates and maintains records for all drug testing programs.  Ensures testing is accurate and in compliance with all local, state and federal laws, including FMCSA and FTA regulated mandates.

  • Performs routine administrative tasks for the Human Resources Department.

  • Participates in new employee orientation; provides information on benefits; assists in completion of necessary paperwork.

  • Maintains compensation and classification plans.

  • Assists in scheduling and coordinating employee meetings concerning any Human Resources related field or topic.

  • Processes internal and external job posting for open positions.

  • Provides customer service; answers telephone and greet visitors; provides informational assistance; takes messages.

  • Maintains I-9, E-Verify and other related files and maintains required compliance.

  • Serves as the County liaison for all Workers Compensation and liability claims, working with employees, doctors, insurer, etc.

  • Maintains a current knowledge of applicable laws/regulations; attends workshops and training, as needed.

  • Relieves Administrative Assistant at the switchboard, as needed.

  • Operates basic office equipment including a computer, shredder, printer, copier and other office machinery; utilizes word processing, spreadsheet, database, presentation and other system software.

  • Performs other related duties as required.



  • Must be able to exert light physical effort in sedentary to light work.

  • Must be able to lift, carry, push and/or pull object and materials of light weight (5-10 pounds).

  • Exhibit high attention to detail and follow-through.

  • Organize and prioritize multiple high-level tasks and maintain accurate records.

  • Must be able to gain and maintain thorough knowledge of County Human Resources policies, principles, practices and procedures and pertinent state and federal laws.

  • Excellent communication skills, both oral and written.

  • Ability to prioritize tasks and complete tasks efficiently and effectively.

  • Ability to use excellent judgment and discretion when making independent decisions.

  • Ability to maintain confidentiality of departmental issues and documentation.
